Question about getting a race?

I have a question about how a certain track gets a race? Do the local dirt tracks contact the series like WOO, Xtreme, or any other series about a race or does the series, if it has a open date call and ask if the promoter is interested?
 
it can happen both of those ways either one.but the track also has to have so much seating,so many fans and so many cars and so on and so on..
 
i heard you gotta bid for ump summer nationals like you put your tracks in and if the deal goes thru you got a race but i dont know how right this is jd would know.
