Pretty sure by 3:00 a promoter can tell if the track is gonna dry up enough to race on. I've seen other tracks do the same thing knowing early in the day that are not going to race but not telling anyone. They r trying to draw in cars who's tracks they normally race at have cancelled. Get them...
