02 Neon, hit in the front, NOT hard

This is for my neihbor..His daughter slid under a new van..Broke the AC Condensor and Rad..Car hs 70K. Runs and drives fine. They only had liability on it..He want's $700 OBO..Trans. (Auto) is good, half shafts, computer, etc..Clear title..
