Allied Rules???

Why does Allied have rules if they aren't enforced equally? 5 or 6 racers seem to be able to do whatever they want, Jump the starts, run a competitor into the wall, ect., and Allied turns a blind eye. Maybe the track officials at Pevely are making a little extra under the table?
