Lincoln welder?

What condition is it in? It's kind of hard to say what I would pay, if I don't know what I'm paying for.
Does it look good? Has it spent nights sitting outside? Are the cables and cord frayed? Do the stinger and ground clamp look burnt or like they should be replaced? Does it sound good, with a working fan?

I'm interested in a good used welder, please reply.
