Question about Heat Cancellations

I was wondering if there are parameters tracks go by when facing cancelling due to heat/humidity. Does a certain heat index mean more than another. Im sure many factors go into cancelling a show, and I am sure promoters hate doing so. I was just curious how its decided to either A. Start Late or B. Cancel all together.

Some tracks are forced to cancel due to time constraints, some due to the density of our fan base due to our economy added with the heat. These tracks do have paramedics, but the stress to a human being due to heat exhaustion is worth the risk of a persons safety. That's why it is good to have a track you can choose to go. It's nice when the heat is this high that a track is able start a half hour to a couple hors later. But the main thing there's hopefully next week.
