Who is the #62 blue and white modified?

I saw a photo of a blue and white #62 modified from Eldora. I really liked the paint scheme and wanted to know if anyone knows who it is and if anyone had a better view of the car. I found the photo on stlracing.com but it's kind of blocked by another car. Anyone able to help me there??
