8-17-13 b-mod question

I was just wandering why the first caution of the b-mod feature resulted in a total restart? I'm pretty sure around 6 cars crossed the line before the #1 car spun. Am I missing something?
 
I understand why the caution came out but I don't understand why it was a complete restart. I thought that was the beginning of our second lap which means Blair should have gone to the back not a complete restart. Does every car have to pass the finish line for it to be considered the second lap? I know at least 6 cars passed the line before he spun.
