I don't think this is an attempt to get tracks running UMP to change the rules from open motors to crates, only an attempt to get some tracks to add a crate class, or give a travelling crate class one or two dates a year.
I also think this kind of engine rules leads to alot of rotating wieght reduction spending, titanium shafts in the rearends & trannies, carbon fiber drive shafts, titanium or tubular bolts in the driveflanges and hubs, undercut, coated wuickchange gears, ceramic/carbon/titanium rotors, coated parts in the rearend and tranny, titanium axles, magnesium hubs, brinn pro trannies instead of the traditional brinn or burt, and a load of other ways to reduce the amount of horsepower the racecar seals from itself. Those things will still let people beat you with money.
Racers will not go for car count based graduated purses, strait off if that is the plan count me out for sure. I will not gamble what it pays to race, on who else decides to chose a track that nite, the purse must be gaurenteed.

This is a huge can of worms, I am all for levelling the playing field to take some money out of the cost of racing, and tires and engines are the biggest expense we face, but I am not sure if this is a good idea or not.
